You have asked a "depends w...Dear Stourley K,

You have asked a "depends who's asking" question. As a professional educator and a person interested in public health and welfare, I would tend in most cases to answer in the affirmative. Not so for adherents to the fundamentals of homeschooling-as-solution-to-society's ills, for whom "protecting" their children from State "invasions of privacy" is chalked up in the "pro" column, not the "con."

Strict Constitutionalists, when irritated by taxation and by what they consider humanistic invasion of their First Amendment rights, eagerly remind educators and politicians that while education may be a national interest, it's not a federal mandate, but a responsibility of each State.

State-by-state compulsory attendance laws usually dictate that free public schools will be available, and that children will attend school for some number of days per year, for some number of years. Whether families choose to make use of the free public education system or not (e.g., pay for parochial or private schools, home school, etc) is generally up to them, as long as the children are taught. How well and by whom is also left to local jurisdictions to decide.

It seems to me that many if not most who undertake home schooling will do so with great care and caution for their children's health, welfare, and academic development. We've always felt, for example, that we can teach a class of 35 as effectively as a class of 25. Of course, what happens in those prestigious private schools with small student-teacher ratios is that the schools are probably wealthy enough to provide all kinds of other goodies as well as more "individualized attention": Up-to-date technology, nutritious lunches, full-body massages (OK, maybe not that last one). Conversely, schools in poorer neighborhoods may be overwhelmed by students (and also staffed by the least experienced teachers). Class size may impact education--the question is, What impacts class size? The Solipsisthttps://www.blogger.com/profile/00137253589593528957noreply@blogger.comtag:blogger.com,1999:blog-6880727614757174620.post-77634568181022729362010-10-23T07:24:26.302-04:002010-10-23T07:24:26.302-04:00Hi, Doug! It seems that when intentional and principled efforts at character education are to be undertaken, it will have to be done with great care and on a district-by-district basis.

Usually districts can use off-the-shelf curricula for core subjects. However, many of the currently-available prepackaged character education curricula, however nicely done, are nearly guaranteed to run afoul of the religious beliefs of people of various faiths.

Districts will have to decide whether it is better to use a packaged curricula and plan for dissent and debate, or whether it is better to integrate discussions of ethics and values into, say, social studies, literature, health, and human ecology classes. It is, as you say, "complicated."

awdAWDollhttps://www.blogger.com/profile/00802983133331844797noreply@blogger.comtag:blogger.com,1999:blog-6880727614757174620.post-25611904195233836742010-10-23T07:15:27.646-04:002010-10-23T07:15:27.646-04:00Did you catch Alan Meltzer and Robert Reich speaki...Did you catch Alan Meltzer and Robert Reich speaking on NPR's "On Point" the other night? Oh, dear, talk about anti-teachers-union! After hearing them review some worldwide socioeconomic data and comparing it to "A Nation at Risk," the UFT became the bogeyman of my sleepless pre-Halloween-night! It was the insomnia of a fever-dream along the lines of, "My god what have we done with our monopoly on institutionalized education! All is lost! All is lost!"

It all makes Charters as an idea seem beautifully Utopian, and possibly the last positive idea left on the table.

As for rules about applications and participant selection: They vary by state, and even within state, by Charter agreement. So it's equally possible to have a charter to found an academy of excellence that will avoid any learner with a vulnerability and the next charter to found a resource center to apply highly-specialized interventions just to learners with, say, nonverbal learning disorders. That's part of what makes evaluating charter effectiveness such an outcomes-assessment nightmare.

In a couple more decades, we'll look back and laugh.AWDollhttps://www.blogger.com/profile/00802983133331844797noreply@blogger.comtag:blogger.com,1999:blog-6880727614757174620.post-14060458311899622922010-10-17T19:00:12.871-04:002010-10-17T19:00:12.871-04:00Can't say that I have read much on Character E...Can't say that I have read much on Character Education, but do know a bit about the law of separation of church and stae. It is important, I think, to note that religion does not have a monopoly on morality, character, and ethics. Hardly. While individuals and societies may differ on questions of morality and values, and that may complicate the task of public schools in this regard, one may tackle the task and endeavor to foster character and values without resorting to religious doctrine.Doug Indeaphttps://www.blogger.com/profile/16049465653137283724noreply@blogger.comtag:blogger.com,1999:blog-6880727614757174620.post-56520736233134023462010-10-16T19:34:07.931-04:002010-10-16T19:34:07.931-04:00We're all for experimentation, but the charter...We're all for experimentation, but the charter movement still causes us some concern. Mainly, it comes from the utter hostility espoused by so many charter-school proponents toward teachers' unions--not all of them, we're sure, but some of them--as if unions were the main problem with education today.

The other thing that concerns us is, we suppose, a variation on the "brain drain" concern. Enlighten us if we're wrong, but can charter schools "pick and choose" their students, or must they--like other public schools--take whoever shows up at their doorstep? Otherwise, we imagine that the charters can simply refuse to take the most "difficult" students (ESL, disabled, etc.).

That being said, we'd welcome the opportunity to experiment ourselves. An interesting environment.
